Job Description
PRIMARY RESPONSIBILITIES: The Director provides a positive, rewarding, service-oriented environment that is consistent with Elwyn's commitment to service excellence. This individual manages the daily operation of nursing services within the Intermediate Care Facility (ICF) campus-based intellectual/developmental disability programs. Children's RTF, Davidson School, and Physical Rehabilitation program and ensures that health services are specifically designed to meet the unique needs of this population.
The Director functions as the front line medical resource person for nursing and assists the interdisciplinary care team in resolving acute medical issues, ensuring appropriate medical follow up and care coordination. This individual works very closely with families, staff, physicians, ancillary care providers, hospital care teams, pharmacy, and external vendors.
DUTIES & RESPONSIBILITIES:
Management of Campus-Based Nursing Operations (including Children's Residential Treatment Facility (RTF) and Davidson School) and Physical Rehabilitation
- Provides clinical oversight of nursing personnel ensuring that nursing practice consistently meets regulatory requirements, Elwyn Policy and Procedure, and clinical best practice standards
- Provides supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
- Ensures that appropriate health care assessments are completed by the assigned nurse and ensures consumer reports are accurate and complete; provides supplemental assessment of consumer health needs as needed
- Communicates clinical data collected through direct observation, interview, clinical assessment, and records review to appropriate staff in order to guide care delivery
- Ensures timely follow-up and documentation of all recommendations for specialized services/consultations
- Liaises with local hospitals and community-based providers to facilitate communication and care coordination as needed
- Reviews medication recommendations of pharmacy consultant and liaises with Nurse Managers (formerly Health Care Coordinators) and physicians/care providers to ensure necessary review and follow-up
- Sets priorities for clinical care in accordance with professional judgment and presents to the larger Interdisciplinary Team for implementation
- Functions as a medical resource person for consumers, families, and the Interdisciplinary Team
- Facilitates timely and effective communication between care team members and provides direction and support to ensure that each individual's health and wellness needs are addressed timely
- Facilitates rapid resolution of day-to-day triage/crisis management situations
- Identifies potential barriers to effective health care delivery and works with the Interdisciplinary Team to resolve
- Reviews medically complicated, high acuity cases with supervisors and/or directors in routine meetings recommending changes and improvements in care delivery as needed
- Reviews medically complicated, high acuity cases with the admission team, prior to acceptance, to help determine the appropriateness for admission to one of the campus-based programs
- Reviews critical incidents related to the health and safety needs of the individuals supported and provides timely follow-up and communication to appropriate program and/or administrative staff
- Assists in the development and implementation of new technology to maximize clinical operations including but not limited to the electronic health record, appointment scheduling software, and external care provider portals
- Provides on call support in person or via phone call
- Provides consultative services to other Elwyn programs upon request
- Provides clinical oversight of the campus Nursing Supervisors (formerly Charge Nurses)
- Provides operational oversite of departmental scheduling for campus-based nursing staff
- Provides clinical and operational oversight to Licensed Dietitian to ensure dietary issues are addressed timely and the necessary documentation completed and communicated
- Provides clinical and operational oversight to School Nurse and on-campus nursing services in the Davidson School
- Provides operational oversight to the Physical Rehabilitation Supervisor
Policy and Procedure Development
- Under the direction of his/her supervisor, serves as a member of the larger Nursing Policy and Procedure Committee
- In conjunction with the other members of the Nursing Policy and Procedure Committee, assists in prioritizing policy and procedure review. Collaborates with other committee members to ensure compliance with nursing best practice standards and consistency across Elwyn services and locations
- Identifies specific clinical and operational needs and works with the nursing leadership team to develop policies, procedures, and training guidelines as needed
- Reviews and revises existing Nursing Policies and Procedures for campus on a scheduled basis and presents revisions to the Nursing Policy and Procedure Committee for review and approval
Training and Education
- Facilitates, schedules, and tracks the completion of orientation requirements and annual training/education requirements for campus nursing services, ensuring that requirements are met
- Assists the Nurse Educator with specific training initiatives as needed
- Participates in the ongoing development and evaluation of nursing staff through timely performance-based feedback and annual performance evaluations
- Monitors and maintains current nursing licensure to ensure compliance with Pennsylvania's State Board of Nursing requirements
Professional Development
- Participates in ongoing educational opportunities designed specifically for the consumer population served
- Attends professional association meetings to obtain updated clinical and regulatory information
- Applies new information to nursing practice and clinical operations at Elwyn
Compliance
- Monitors nursing compliance through operational and clinical audits and evaluates nursing documentation for accuracy, thoroughness, and overall compliance
- Reports audit results to the department's Quality Improvement Committee representative. Develops appropriate assessment tools and utilizes quality improvement strategies to measure and address the following:
- Clinical performance
- Use of best practice guidelines in promoting health maintenance and disease prevention strategies
- Compliance with regulatory standards as they relate to specific program areas, such as licensing regulations and current policy
- Health care utilization data
- Assigns specific quality improvement activities/functions to Nurse Managers, Nursing Supervisors, School Nurse, Dietitian, Physical Rehabilitation Supervisor, and registered nurses as necessary
- Facilitates and oversees peer review audits to monitor nursing compliance as needed
- Develops data management reports as needed and directed
- Works with Service Line program leaders to maintain survey-ready status for regulators and licensing bodies
- Oversees maintenance medical records for Elwyn's former dental practice
Nursing Recruitment
- Collaborates with supervisor and directors to identify staffing, nursing recruitment, and advertising needs
- Works with Human Resources to ensure timely interview of potential candidates and onboarding of new hires
Human Resource Management
- Ensures timely reporting of all employee injuries or occupational exposures to blood, body fluids, infectious materials and hazardous chemical in accordance with the facility's policies and procedures and OSHA guidelines collaborating with Risk Management as needed
- Maintains staff credentialing files that comply with regulatory requirements
Fiscal Management
- Assists supervisor in developing and implementing nursing labor and expense budgets
- Provides fiscally sound management of medical and operating expense at the program level
Management of Vendor Relationships & External Licensing Board Requirements
- Oversees processes for ordering medical supplies and equipment
- Ensures compliance with regulatory requirements related to the acquisition of medical equipment and supplies
- Reviews all vendor invoices for accuracy, codes individual invoices, and submits to Accounts Payable for processing
- Meets with vendors on a regular basis to validate that current services are meeting organizational needs and modifies processes as needed, including, but not limited to, agency nursing, lab services, and durable medical equipment providers
- Maintains Clinical Laboratory Improvement Amendment (CLIA) certification and manages all recertification visits
- Participates in Pharmacy and Therapeutics Committee
Other Duties
- Represents Nursing on Elwyn committees, workgroups, and project teams as assigned
- Participates in Elwyn's Corporate Emergency Response and Preparedness (CERP) Committee and is actively involved in the planning and implementation of Elwyn's emergency management plan
- Collaborates with Director of Nursing and PA-IDD Quality Improvement leadership

DIRECT REPORT: Nurse Managers, Nursing Supervisor, Nurse Scheduler, Licensed Dietitian, Physical Rehabilitation Supervisor, School Nurse
CONTACTS: Elwyn individuals, families/guardians, Elwyn personnel, physicians, outside healthcare providers/services, and other Intellectual/Developmental Disabilities (IDD) providers including but not limited to pharmacies, hospitals, skilled nursing facilities, and hospice program personnel
EDUCATION/EXPERIENCE/ SKILLS:
- Licensed as a Registered Nurse in the Commonwealth of Pennsylvania
- Bachelors of Science in Nursing (BSN); Masters of Science in Nursing (MSN) preferred
- Five (5) years progressive management experience in healthcare operations
- Experience in the field of Intellectual/Developmental Disabilities required
- Demonstrated ability to work effectively as part of a team
- Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
- Demonstrated strong attention to detail
- Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
- Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
- Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
- Demonstrated intermediate proficiency in the use of Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint; experience in the use of cloud-based computing and data storage solutions
- Report writer experience a plus
- Knowledge in the use of electronic medical records preferred
- Excellent planning, analytic, and organizational skills
- Excellent communication, negotiation, conflict resolution and interpersonal skills with the demonstrated ability to work with teams and groups on special projects
- Current CPR certification with ability to perform CPR using agency-trained protocols
- Demonstrated strong leadership skills, troubleshooting capability, and ongoing development of staff
- Demonstrated ability to manage multiple projects, meet deadlines, and work collaboratively with individuals at all levels of the organization
- Current Driver's License in state of residence, three (3) years driving experience in the United States and acceptable driving record
